A bill to provide that members of the Advisory Committee on Immunization Practices may not be terminated except for cause and to require the immediate reinstatement of the members of such advisory committee.

This bill would substantially constrain how the Secretary of Health and Human Services can remove members of the Advisory Committee on Immunization Practices (ACIP). It allows removal only for cause, requires notice and an opportunity for a hearing, and mandates a written justification to Congress and the public within one day of any termination. It also mandates the immediate reinstatement of ACIP members as they existed on June 8–9, 2025, with these reinstated members serving the remainder of their prior terms. For future vacancies after reinstatement, the Secretary would appoint new members from individuals recommended by the Comptroller General of the United States. The bill defines “for cause” to include inefficiency, neglect of duty, or malfeasance, and clarifies that if a member also holds federal employment, termination applies only to the ACIP membership, not to employment protections.
