ROTOR Act
The Rotorcraft Operations Transparency and Oversight Reform Act (ROTOR Act) would significantly expand automatic surveillance requirements and oversight related to rotorcraft operations, while adding studies and accountability measures aimed at improving safety around key Washington, DC airspace. Key elements include tightening the scope of ADS-B Out exceptions, mandating ADS-B In for most aircraft within certain airspaces, commissioning a study on a dynamic restricted area around the Potomac River by Reagan National Airport, and initiating Army Inspector General audits and rotorcraft traffic reviews. The bill provides a framework for greater transparency through regular agency reporting to Congress and would repeal a limited DoD ADS-B provision. Overall, the bill seeks to improve aviation safety and rotorcraft transparency, particularly in and around high-traffic, sensitive airspace.
