EATS Act of 2025

The Enhance Access To SNAP Act of 2025 (EATS Act) would broaden eligibility for the Supplemental Nutrition Assistance Program (SNAP) by removing current disqualifications that limit otherwise eligible students from participating. The bill adds bona fide students (enrolled at least half-time in any recognized school, training program, or institution of higher education) to the definition of a SNAP household and eliminates a separate set of rules that previously restricted student participation. It also adjusts internal references and numbering across the Food and Nutrition Act of 2008 to accommodate these changes. The changes would take effect January 2, 2026. In effect, the bill moves toward treating many eligible college and technical-school students as eligible for SNAP under standard means-tested rules, rather than under a separate, more restrictive student participation framework.
