Securing Infrastructure from Adversaries Act of 2025

Securing Infrastructure from Adversaries Act of 2025 would restrict the Department of Transportation (DOT) Secretary from using, procuring, or funding LiDAR (light detection and ranging) technology that comes from certain foreign sources. The bill requires any entity awarded a contract or grant by the Secretary to certify that no “covered LiDAR” technology or LiDAR produced by a “covered LiDAR company” or from a “covered foreign country” will be used. It provides a case-by-case waiver process if the activity is in the national interest. It also bars the use of loan or grant funds to procure or use covered LiDAR tech. The prohibitions apply to contracts or funding actions entered into or expended after June 30, 2026, with several explicit exemptions for testing, research, and certain regulatory waivers. The intent is to shield U.S. transportation infrastructure from security or supply-chain risks associated with foreign-made LiDAR.
