This bill would authorize the Secretary of State to lead an annual strategic dialogue with the Belarusian democratic movement aimed at restoring democratic governance in Belarus. The dialogue is intended to address steps toward free and fair elections, support the day-to-day functioning of the Belarusian democratic movement, ensure access to essential services for Belarusians abroad, and assess the regional impacts of events in Belarus and Russia. It also envisions accountability for the Lukashenka regime through sanctions, efforts to secure the release of political prisoners and detained journalists, and support for Belarusian language, independent media, civil society, and democratic institutions. The bill sets a policy framework rather than specific funding.
