Promoting Free and Fair Elections Act of 2025
The Promoting Free and Fair Elections Act of 2025 would curb federal government involvement in voter registration and mobilization. It prohibits federal agencies from using funds to solicit or partner with nongovernmental organizations to conduct voter registration or mobilization activities on agency property or websites, and it blocks using federal funds to carry out activities directed under Executive Order 14019 (Promoting Access to Voting), with a delay mechanism for EO 14019’s implementation. The bill also requires agencies to report on their plans and activities related to voter participation to Congress and makes a targeted change to the Federal Work-Study portion of the Higher Education Act to ensure work-study funds do not support voter registration or mobilization on or off campus. The act clarifies that Executive Order 14019 does not override the National Voter Registration Act’s requirements and applies starting in fiscal year 2025 and thereafter.
