Easy Returns Act
The Easy Returns Act would require certain large sellers to include a physical, prepaid return label with the delivery of each consumer purchase. Specifically, any seller that employed at least 500 people in the preceding year would be prohibited from selling a physical consumer good unless the delivery includes a return label addressed for returning that good. The bill provides exceptions for perishables that aren’t typically returned, custom-made/personalized items that can’t be resold, or goods for which the seller offers a free, accessible non-shipment return option (such as at-home pickup). The Federal Trade Commission (FTC) would develop implementing regulations within 180 days of enactment, and enforcement would proceed under the FTC Act, treating violations as unfair or deceptive practices. The law would take effect for sales occurring one year after enactment, and it does not bar other consumer remedies.
