Expanding Whistleblower Protections for Contractors Act of 2025
The Expanding Whistleblower Protections for Contractors Act of 2025 broadens federal whistleblower protections to cover contractors, subcontractors, grantees, and their personnel who work on Department of Defense (DoD) and National Aeronautics and Space Administration (NASA) contracts, as well as similar protections for non-defense federal contracting. The bill amends existing law to prohibit reprisals ordered by federal employees against these “protected individuals” for lawful disclosures of misconduct, waste, abuse, or legal violations related to contracts, grants, or subgrants, and for refusing to follow illegal orders. It also bars waivers of these rights (including predispute arbitration agreements) and calls for disciplinary action against executive branch officials who attempt to induce reprisals. In short, it expands who is protected, the kinds of disclosures that are protected, and the enforcement tools available to ensure accountability.
