Summer Meals REACH Act of 2025
The Summer Meals REACH Act of 2025 would amend the Summer Food Service Program (SFSP) administered under the Richard B. Russell National School Lunch Act. Its core aims are to broaden access to summer meals by making all children eligible to participate (universal eligibility), and to allow more flexible meal service options (notably non-congregate meals such as take-home or grab-and-go meals). The bill also requires food service monitoring to be conducted either on-site or off-site and directs the Secretary to update regulations accordingly. Additionally, it makes a conforming change to the payments provision and reorganizes certain statutory language. Overall, the measure seeks to reduce barriers to participation and expand where, when, and to whom summer meals can be provided. Potential impacts include higher participation in summer meal programs, greater reach in rural and underserved areas, and more flexible delivery models. These changes could improve child nutrition during the summer months but may also shift administrative and oversight responsibilities to program sponsors and federal regulators.
