Healthcare for Our Troops Act
Healthcare for Our Troops Act would reorganize how TRICARE Reserve Select works for members of the Selected Reserve. The bill eliminates individual premiums for TRICARE Reserve Select coverage, while establishing a uniform premium for TRICARE Reserve Select family coverage (set at 28% of a cost-based actuarial amount) that would be paid by reservists for their dependents. It also improves continuity of coverage for families if the reservist dies (six months beyond the date of death) and aligns cost-sharing rules so that reserve families follow the same in-network and out-of-network cost-sharing standards as active-duty family members. The act requires the Department of Defense to develop new forms for civilian providers to use when delivering care to Reserve Select beneficiaries and directs that these changes take effect one year after enactment. It also makes conforming amendments to related TRICARE provisions to ensure consistency across programs. In short, the bill aims to reduce or remove costs for individual Reserve Select members, restructure how family premiums are charged, extend family coverage after a member’s death, and standardize cost-sharing and administrative processes to support TRICARE Reserve Select.
