A bill to require a Defense Science Board study on optimal organizational structure for digital solutions.
This bill would require the Defense Science Board to conduct a comprehensive study to determine the most optimal organizational structure within the Office of the Secretary of Defense (OSD) to support digital solutions engineering across OSD and the military departments. In other words, it asks for a formal, expert assessment of how DoD should organize its digital capabilities—such as AI systems, software development, data engineering, and analytics—to be more effective and efficient. The study would evaluate current DoD structures, explore possible reorganizations (including creating a new defense agency or field activity, or consolidating or hybridizing existing functions), and provide concrete recommendations. It would also include a transition plan with a timeline, required personnel changes, funding, regulatory tweaks, risk management, and metrics to judge success. A final report is due to the Secretary of Defense by February 1, 2027, followed by a report to Congress within 30 days with any appropriate comments.
