This Senate resolution (S. Res. 354) directs the Secretary of State to provide, within 30 days of adoption, a detailed statement on the Republic of Panama’s human rights practices. The requested information covers: (1) credible information about alleged Panama government violations of internationally recognized human rights (including cases involving non-citizens who were removed to Panama by the U.S. government); (2) U.S. steps to promote human rights in Panama, discourage abuses, publicly/privately dissociate from abuses, and assess how Panama would treat non-citizens before removal; and (3) broader information related to U.S. security assistance and the treatment of non-citizens removed to Panama, including detention conditions, return efforts, assurances sought, and a summary of 2025 intergovernmental meetings. The aim is to provide Congress with a comprehensive view of Panama’s human rights situation and the implications for U.S. policy and aid.
