A bill to provide for modifications to the State Partnership Program selection analysis.

This bill would require the Department of Defense to modify its guidance (DoD Instruction 5111.20) governing the State Partnership Program (SPP). When the Chief of the National Guard Bureau conducts the selection analysis for SPP under 10 U.S.C. § 341, the analysis must: (1) take into account how many current SPP partnerships exist for each state's National Guard, and (2) give preference to states that have only one active assigned country under the program. In short, the bill aims to steer new or expanded SPP partnerships toward states with fewer current partnerships, by adjusting the evaluation criteria used to select which states participate.
