A bill to require the Commander of United States Cyber Command to complete development of a roadmap for industry collaboration on artificial intelligence-enabled cyber capabilities for cyberspace operations of the Department of Defense, and for other purposes.

This bill would require the Commander of United States Cyber Command (USCYBERCOM) to finish developing a roadmap by August 1, 2026, outlining how the Department of Defense (DoD) will collaborate with industry on artificial intelligence–enabled cyber capabilities for DoD cyberspace operations. The roadmap would be prepared in coordination with several DoD offices (including the Chief Digital and AI Officer, DARPA, the Under Secretary of Defense for Research and Engineering, Acquisition and Sustainment, and the Defense Innovation Unit) and would create a framework for private-sector and government collaboration to integrate AI into both offensive and defensive cyber operations. It would cover governance, partnership models, timelines, security and contracting considerations, pilots, and potential organizational options (including creating a new center or using existing structures). The bill also establishes congressional oversight via an initial briefing and then annual briefings through 2030.
