Saving NSF’s Workforce Act

The Saving NSF's Workforce Act would pause all reductions in force (RIFs) at the National Science Foundation (NSF) until Congress enacts the full-year appropriations for NSF for FY2026. In other words, NSF may not carry out involuntary staff reductions under existing federal RIF procedures while the FY2026 budget is being finalized. The moratorium is in addition to NSF’s other personnel authorities and processes, including general adverse actions under civil service rules. The bill aims to protect NSF’s workforce during budget deliberations and ensure continuity of research programs and administrative operations.
