Saving NASA’s Workforce Act

Saving NASA’s Workforce Act would pause the ability of the National Aeronautics and Space Administration (NASA) to conduct reductions in force (RIF) through certain federal rules until Congress enacts full-year appropriations for NASA for fiscal year 2026. In practical terms, the bill blocks NASA from carrying out layoffs or involuntary downsizing under specified provisions of title 5, United States Code (sections 3501–3504 and 3595) during that period. The moratorium is stated to be in addition to, and not in place of, other authorities governing adverse personnel actions (including Chapter 75 of title 5). The bill does not provide funding or alter NASA’s overall budgeting process; it simply prevents RIF actions until the FY2026 appropriation is enacted.
