Chief Herbert D. Proffitt Act of 2025
The Chief Herbert D. Proffitt Act of 2025 would expand the Public Safety Officers’ Benefits program by allowing certain retired law enforcement officers to receive its death benefits. Specifically, the bill adds a new provision (1201(p)) to the Omnibus Crime Control and Safe Streets Act of 1968, defining who counts as a "retired law enforcement officer" and establishing eligibility for benefits when a retired officer dies or becomes permanently and totally disabled as a direct and proximate result of a personal injury from a targeted attack tied to the officer’s service. The bill also sets retroactive rules, making the changes effective upon enactment with limited backdating for actions taken against those described in the new provision since January 1, 2012. In short, the Act broadens federal death-benefit coverage to include certain retired officers who were attacked in connection with their service, and it clarifies when those changes apply to ongoing or past matters.
