Fairness for Khobar Act of 2025
Fairness for Khobar Act of 2025 would amend the Justice for United States Victims of State Sponsored Terrorism Act to allow lump-sum catch-up payments for two groups of victims: those who suffered in the 1983 Beirut barracks bombing and those affected by the 1996 Khobar Towers bombing. Specifically, it targets victims who did not apply for lump-sum catch-up payments because of prior Department of Justice guidance that limited claims to one per individual and that had barred those already deemed eligible for regular payments from receiving catch-up payments. The bill directs the Special Master to publish procedures within 30 days and to accept proof of reliance on that DOJ guidance (through documents, sworn statements, or other identified methods). Payments would be funded from an established reserve fund or, if funds are insufficient, from the main Fund.
