SBIR Commercialization Improvement Act

The SBIR Commercialization Improvement Act would strengthen efforts to move SBIR/STTR-developed technologies from research to market by changing how the federal government handles Phase III acquisitions. The bill requires the Small Business Administration (SBA) to create training for federal contracting officers and the agency acquisition workforce on Phase III processes, in coordination with the Department of Defense, the General Services Administration, and other relevant agencies. It also pushes agencies to advocate for and streamline Phase III use and to develop standardized procedures, model contracts, and solicitation language to make Phase III easier to pursue for small businesses. In short, the measure aims to improve awareness, simplify processes, and increase the transition of SBIR/STTR innovations into government and commercial markets.
