Health Care Freedom and Choice Act
This bill, the Health Care Freedom and Choice Act (S. 2641), would nullify a specific federal rule published in April 2024 that governs Short-Term, Limited-Duration Insurance (STLDI) and Independent, Noncoordinated Excepted Benefits Coverage (INEBC). In other words, if enacted, the rule would have no force or effect, and the federal agencies would not be bound to follow or enforce it. The goal suggested by the bill’s title is to preserve broader “freedom and choice” in health coverage options. What this means in practice is that the federal regulatory framework around short-term, temporary health plans and certain noncoordinated or limited-benefit coverage would revert to the regime in place before the April 2024 rule. The bill does not create new benefits, subsidies, or health coverage programs; it simply blocks the particular rule and its requirements.
