A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Pipeline and Hazardous Materials Safety Administration relating to "Pipeline Safety: Editorial Change To Reflect the Name Change of the Gulf of Mexico to the Gulf of America".
This joint resolution uses the Congressional Review Act (chapter 8 of title 5, United States Code) to disapprove a rule issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA). The rule in question is titled “Pipeline Safety: Editorial Change To Reflect the Name Change of the Gulf of Mexico to the Gulf of America” and was published at 90 Federal Register 21434 on May 20, 2025. If enacted, Congress would disapprove the rule and, under the mechanism of the Congressional Review Act, the rule would have no force or effect. In short, the bill seeks to block PHMSA’s editorial change related to renaming the Gulf of Mexico in pipeline safety regulations. Introduced in the Senate on August 1, 2025 by Senator Whitehouse, the measure would require passage by both chambers and, ultimately, assent by the President (or a presidential veto override) to become law. The effect, if enacted, is to prevent PHMSA from implementing the editorial name-change in its regulations.
