SEIZE Act

The SEIZED Iranian Arms Transfer Authorization Act of 2025 (SEIZE Act) would give the President authority to treat weapons or materiel seized by the United States, while in transit from Iran to the Houthis in Yemen, as if they were stocks of the United States. This reclassification would allow the President to use existing drawdown authorities to provide those seized weapons to foreign partners. The bill also requires annual reporting to Congress on how often the authority is used, what items are treated as U.S. stocks, and what items are subsequently provided to partners. It designates specific congressional committees for oversight and sets the reporting schedule to begin 180 days after enactment and continue annually. In short, the bill creates a mechanism to convert seized in-transit arms into U.S. stock for potential distribution to allied partners, with mandatory congressional reporting and oversight.
