Foreign Robocall Elimination Act
The Foreign Robocall Elimination Act would direct the Federal Communications Commission (FCC) to establish an interagency taskforce on unlawful robocalls. The taskforce would include representatives from appropriate federal agencies and seven private-sector members, with a focus on calls that originate outside the United States. It requires the taskforce to produce a comprehensive report within a year that analyzes the scale and sources of unlawful robocalls, explores international coordination and call-authentication approaches (including STIR/SHAKEN), and considers strengthened enforcement and incentive mechanisms. The act also modifies a provision in the Pallone-Thune TRACED Act so that FCC notices to the public would occur every three years instead of annually. The taskforce would terminate 90 days after delivering its report. In short, the bill aims to formalize cross-agency and private-sector collaboration to curb international robocalls, assess the effectiveness of existing technologies and international cooperation, and recommend actions for enforcement and policy changes.
