Affordable Housing Resident Services Act
The Affordable Housing Resident Services Act would create a new annual grant program within the Department of Health and Human Services (via the Administration for Children and Families) to fund enriched resident services in federally assisted affordable housing. Grants would run for five years and be awarded competitively to eligible organizations, with a preference for nonprofit mission-driven groups and including tribes or tribal organizations. Eligible activities center on service coordination to boost access to health, education, economic stability, aging and disability supports, and benefits enrollment, among other services. The program emphasizes resident choice (services are voluntary), strict use of funds (at least 25% for staff and training; up to 75% for service-coordinator activities), and accountability through annual public reporting on outcomes. In short, the bill aims to systematically fund on-site resident services in a wide range of federally assisted housing, with a focus on measurable outcomes, partnerships with health and community providers, and support for underserved areas, while maintaining resident choice and program oversight.
