Blue Envelope Act of 2025

The Blue Envelope Act of 2025 would amend the Highway Safety Improvement Program (HSIP) under title 23 of the U.S. Code. Specifically, it would expand the list of HSIP-eligible projects to include “blue envelope” programs. A blue envelope program is defined in the bill as a project to improve interactions between a motor vehicle operator who has difficulty communicating through speech and a law enforcement officer during a motor vehicle stop. In short, the bill authorizes funding through HSIP for programs intended to make traffic stops safer and more effective for people who have speech communication challenges, broadening the scope of projects that states can pursue with safety funds. The amendment is narrowly targeted: it adds blue envelope programs to the types of safety-related projects eligible for HSIP funding, without creating new funding authorizations or program requirements beyond the eligibility change. It was introduced in the House and referred to the Committee on Transportation and Infrastructure.
