PUPP Act of 2025
The PUPP Act of 2025 would create a USDA grant program (in coordination with HUD) to help eligible local governments and nonprofits modify or upgrade existing structures to provide interim and permanent housing for homeless people who have pets. Grants could cover acquiring or renovating property, as well as pet-related operating costs and staff training in basic pet care. Housing funded under the program would require on-site or linkable veterinary and supportive services (mental health, employment, substance use treatment, wellness) and would accommodate occupants’ pets with appropriate animal housing. Applicants must submit plans showing area need, partner service providers, and outreach to the homeless population. The program would be funded at $5 million per year from 2026 through 2030, with annual reporting on activities, costs, and effectiveness. Definitions align with the McKinney-Vento Homeless Assistance Act.
