Epstein Crime Victims Act

The Epstein Crime Victims Act amends the Crime Victims Rights Act (CVRA) to require notification to victims for nonprosecution agreements (NPAs) as well as plea bargains and deferred prosecution agreements (DPAs). It also creates a new private right of action: if the government enters a plea bargain, DPA, or (as amended) NPA and fails to notify the victim in a timely manner, the victim may sue the federal government in a U.S. district court to enforce any remaining CVRA rights. This effectively makes the government subject to civil liability for violations of the victim notification rights.
