Rural Microentrepreneur Assistance Program Act of 2025
H.R. 4935, the Rural Microentrepreneur Assistance Program Act of 2025, amends the Consolidated Farm and Rural Development Act to extend and enhance the Rural Microentrepreneur Assistance Program (RMAP). The bill increases funding and expands how much the program can cover for rural microenterprise projects, and it extends the period during which program funds can be obligated. Specifically, the changes raise the dollar cap in one subparagraph from $50,000 to $75,000, increase the allowable loan coverage for project costs to 100 percent (with a separate limit that the loan may cover no more than 50 percent of demolition, construction, or related costs of real estate improvements), and push the authorization window forward from 2019–2023 to 2026–2030. The measure is sponsored by Rep. Nunn of Iowa (for himself and Rep. Mannion) and was introduced August 8, 2025, with referral to the House Committee on Agriculture. In short, the bill aims to make it easier for rural microenterprises to obtain financing and related support through higher loan/assistance amounts and a longer, more expansive funding window, potentially boosting small business growth and job creation in rural areas.
