National Manufacturing Advisory Council for the 21st Century Act

H.R. 4932 would require the Secretary of Commerce to establish the National Manufacturing Advisory Council (within the Department of Commerce) within 180 days of enactment, in consultation with key other federal department leaders. The Council would serve as a formal forum for communication between the federal government and the U.S. manufacturing sector, advise on federal policies affecting manufacturing and the workforce, and, annually, deliver a national strategic plan aimed at keeping the United States a leading destination for manufacturing investment. The Council would focus on issues such as supply chain resilience, workforce training, technology adoption, and ways to support workers and communities involved in manufacturing. The bill transfers and consolidates authority from the existing United States Manufacturing Council of the International Trade Administration into the new National Manufacturing Advisory Council, with broader duties and a defined, five-year sunset. It also exempts the Council from certain federal advisory committee rules and requires ongoing engagement with economically distressed areas and regions affected by foreign competition.
