Keep Mobile Homes Affordable Act
This bill, titled the Keep Mobile Homes Affordable Act, would require the U.S. Department of Housing and Urban Development (HUD) to examine and report on prices for pad sites in manufactured home communities (the land lots where manufactured homes are placed). HUD would investigate whether those pad-site prices are being manipulated or gouged and publish a public report within 270 days that includes a long‑term strategy to address price manipulation and an analysis of how institutional investors affect seniors and underserved communities. The bill also directs HUD to monitor large purchases of manufactured homes and pad sites and to investigate if any single purchaser (including large investors) has bought 2,500 or more such units in a given market area since 2015, examining potential price gouging, excessive rent increases, or failure to provide utilities, with a follow-up report within a year. The act defines key terms and explicitly exempts the information collection from the Paperwork Reduction Act.
