HOV Lane Exemption Reauthorization Act

This bill, titled the High Occupancy Vehicle Lane Exemption Reauthorization Act, would extend the federal authorization that allows certain alternative fuel and clean vehicles to use High Occupancy Vehicle (HOV) lanes. Specifically, it amends 23 U.S.C. 166(b)(5)(A) to extend the expiration of this exemption from September 30, 2025, to September 30, 2031. In short, the measure keeps existing HOV-lane access for qualifying alternative fuel and clean vehicles in place through 2031, rather than letting that authorization lapse in 2025. The bill is introduced in the House (as H.R. 4948) and referred to the Committee on Transportation and Infrastructure; it does not include new funding or other policy changes beyond extending the expiration date.
