PRO Veterans Act of 2025
The PRO Veterans Act of 2025 combines two main ideas: (1) strengthen Congress’s regular oversight of the Department of Veterans Affairs (VA) by mandating quarterly budget briefings on any budget shortfalls and curbing certain SES incentives at VA’s Central Office, and (2) create a new Veterans Experience Office within the VA to improve veteran and beneficiary interactions with VA benefits and services, including data-driven reporting and privacy protections, with a sunset in 2028. The bill also commissions a GAO review within 540 days to assess how veteran feedback and trust measures (like “trust-scores” and related data) are used in VA policymaking. In short, it aims to improve transparency and accountability in VA budgeting, limit some incentive practices for senior VA officials, and formalize a dedicated office focused on veterans’ experience and customer service, backed by annual reporting and an independent evaluation.
