KOTEL Act

The KOTEL Act would repeal Section 414 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, which currently prohibits the use of U.S. funds for site acquisition, development, or construction of any facility in Israel, Jerusalem, or the West Bank. The bill, titled the Keeping Official Territories Eligible for Land-use Act (KOTEL Act), would remove that prohibition, thereby enabling the executive branch to use appropriated funds for building or acquiring facilities in those areas if Congress allocates money for such purposes in the future. As written, the bill does not authorize new spending by itself; it only removes a constraint, leaving actual funding decisions to Congress through the annual appropriations process.
