Modernize Diplomatic Security Training Act
The Modernize Diplomatic Security Training Act would add a new mandatory counterintelligence training requirement for Diplomatic Security (DS) special agents. Specifically, it would require DS special agents who have a primary counterintelligence role or are assigned to high-risk/high-threat posts to receive specific, substantive counterintelligence training from the State Department’s Office of Counterintelligence. The bill would create a new Sec. 418 in Title IV of the Omnibus Diplomatic Security and Antiterrorism Act of 1986 and would insert a clerical amendment to update the table of contents accordingly. The measure was introduced in the House on August 19, 2025 by Rep. Lawler and referred to the Committee on Foreign Affairs. The aim is to modernize and standardize counterintelligence training for DS personnel operating in high-threat environments or in roles with a counterintelligence focus.
