Affordable Commutes Act of 2025
The Affordable Commutes Act of 2025 would direct the Secretary of Transportation to (1) investigate how tolls are set on privately owned toll roads, looking for price gouging or other unfair or unreasonable pricing practices; (2) study whether the federal government should purchase privately owned toll roads and transfer ownership to the states where those roads are located, including whether such a shift could lower costs for commuters and how a purchase and transfer would work in practice; and (3) require a comprehensive report to Congress within one year detailing the investigation results, the feasibility and fiscal implications of federal purchase and transfer, and recommendations to address pricing and carry out potential purchases and transfers. The bill emphasizes consumer benefits (potentially lower tolls) and a clear process for evaluating federal involvement in toll road ownership.
