Cybersecurity Hiring Modernization Act
The Cybersecurity Hiring Modernization Act aims to reform how the federal government uses education in hiring for cybersecurity roles in the competitive civil service. It tightens when an agency may require or consider educational credentials for covered cybersecurity positions, emphasizing competency and legal requirements over broad degree-based screening. The bill also requires the Office of Personnel Management (OPM) to publish changes to minimum qualification standards and to provide annual aggregate data on the educational attainment of people hired into covered positions. Covered positions include the GS-2210 IT management series or any other cybersecurity roles designated under the NICE Cybersecurity Workforce Framework (or its successor). In short, the bill seeks to reduce reliance on formal education as a blanket screening tool for cybersecurity jobs, while increasing transparency about qualifications and hires.
