Equal Treatment of the District of Columbia Under the Rural Health Transformation Program Act of 2025

This bill would extend eligibility for federal allotments under the Rural Health Transformation Program (part of Title XXI of the Social Security Act, associated with CHIP) to the District of Columbia. Specifically, it adds the District of Columbia to the list of eligible jurisdictions in the statute that governs how funds for the Rural Health Transformation Program are distributed to states. The change is purely about eligibility and distribution formulas, not about creating new funds or altering the overall appropriation. The effective date is retroactive, applying as if enacted on the date of a prior reconciliation act (Public Law 119-21). In plain terms, if federal funds are allocated for the Rural Health Transformation Program, DC would be treated the same as the 50 states for purposes of receiving those allotments, subject to the existing program rules and formulas.
