Safe Temperature Act of 2025

The Safe Temperature Act of 2025 would require HUD-assisted housing to maintain indoor temperatures within 71 to 81 degrees Fahrenheit. Specifically, the bill adds a new obligation for owners of dwelling units receiving housing assistance under public housing (Section 8(o)(13)) and project-based assistance, and for housing supported under the Elderly Housing program (Section 202 of the Housing Act of 1959). It authorizes HUD to require compliance and permits use of HUD programs’ Capital Fund and Operating Fund to help ensure the temperature is kept within the specified range. The measure is framed as improving resident comfort and safety in federally supported housing.
