Liberty City Rising Act

The Liberty City Rising Act aims to strengthen safety and security requirements for public and federally assisted housing located in high-crime areas. It would redefine what counts as a “high-crime area,” require housing agencies to adopt additional security standards beyond basic habitability, and authorize security measures such as cameras, improved lighting, and enhanced locks. The bill also mandates an anonymous tenant hotline to report suspicious activity in these areas. The same safety framework would apply to project-based housing under the Housing Act, with contract and inspection requirements aligning to the new standards. In addition, HUD must determine which areas qualify as high-crime and establish the safety standards within a year of enactment. The act also creates a grant priority, directing Capital Fund safety and security funding to projects in high-crime areas. In short, the bill targets greater on-site security and tenant reporting options in high-crime neighborhoods, tying federal funding and housing contracts to these enhanced safety measures.
