To amend the District of Columbia Home Rule Act to extend the emergency period during which the President may exercise control over the Metropolitan Police Department.
This bill would amend the District of Columbia Home Rule Act to extend the period during which the President may exercise control over the Metropolitan Police Department (MPD) from 30 days to 180 days. It changes both the general emergency period and the descriptor in subsection (c) from “thirty-day” to “180-day.” The act applies to emergencies declared by the President under the same section and, notably, also applies to emergencies that were declared before the date of enactment. In short, if a President declares an emergency involving DC and MPD control lasts under current law, this bill would allow federal control for up to six months instead of one month. The bill was introduced in the House on August 22, 2025, by Mr. Biggs (with co-sponsors) and referred to the Committee on Oversight and Reform. It would require enactment by both chambers and the President to take effect.
