Naomi Schwartz and Susan Rose Safe Parking Act of 2025
The Naomi Schwartz and Susan Rose Safe Parking Act of 2025 would change how federal homelessness funding can be used by adding “safe parking” for people living in vehicles to the list of eligible activities under the Emergency Solutions Grants (ESG) program, which is part of the McKinney-Vento Homeless Assistance Act. Specifically, it authorizes ESG funds to cover the maintenance, operation, insurance, and utilities for safe overnight parking facilities and it provides a formal definition of what qualifies as safe parking. The definition describes safe parking as a program that gives homeless individuals living in vehicles (including motor homes) a safe place to park overnight and also offers rehousing and supportive services to help them transition to stable housing. In short, the bill creates and funds a pathway for municipalities and service providers to operate parking sites as part of their homelessness response, using ESG dollars.
