Enhancing Safety for Animals Act of 2025
The Enhancing Safety for Animals Act of 2025 would remove the Mexican wolf (Canis lupus baileyi) from the federal lists of threatened and endangered species under the Endangered Species Act (ESA). It would also nullify two U.S. Fish and Wildlife Service (FWS) final rules related to the Mexican wolf (the 2015 listing rule and the 2022 nonessential experimental population rule). In addition, the bill would prohibit reference to the Mexican wolf’s status in Mexico when developing or implementing ESA plans or deciding whether to change the wolf’s status in the United States. If the wolf is delisted after enactment, the bill would further restrict consideration of Mexico’s status in future recovery planning or status determinations. The bill was introduced in the House on June 30, 2025, with Rep. Gosar and several cosponsors and was referred to the Committee on Natural Resources. In short, the bill would shift the Mexican wolf from federal protection to potentially unregulated management in the United States, undo longstanding ESA protections and related regulatory rules, and constrain cross-border considerations that currently influence recovery planning.
