No Foreign Fundraising at United States Embassies Act
The No Foreign Fundraising at United States Embassies Act would prohibit the use of United States embassies, consulates, or other U.S. diplomatic posts (including the ambassadors’ residences) to host fundraising events for foreign political parties or candidates. It restricts the use of federal funds and the personal funds of U.S. ambassadors or other officials for such events, and it adds new prohibitions on related entertainment or representation expenses. The bill also requires the Secretary of State to revise the Department of State’s internal regulations (the DSSR and the Foreign Affairs Manual) to reflect these prohibitions, discourage any activity that could be seen as promoting a foreign political party, and provide a certification to Congress within 90 days after enactment. The overall aim is to maintain political neutrality in foreign electoral processes and prevent the use of diplomatic assets to influence foreign political outcomes.
