Generative AI Terrorism Risk Assessment Act
The Generative AI Terrorism Risk Assessment Act would require the Department of Homeland Security (DHS), in consultation with the Director of National Intelligence, to produce annual assessments assessing terrorism threats to the United States posed by terrorist organizations that use generative artificial intelligence (AI) applications. The first assessment would be due within 180 days of enactment, with subsequent annual reports for five years. Each report must analyze incidents from the prior year where such groups used or attempted to use generative AI to spread extremist messaging, facilitate recruitment, or enhance the development or deployment of weapons, and include policy recommendations to counter these threats. Reports would be unclassified (with a possible classified annex for sensitive intelligence) and publicly posted in unclassified form, with congressional briefings within 30 days of each report. The bill also requires DHS to share relevant information from state and local fusion centers to improve nationwide awareness, while ensuring privacy and civil liberties protections.
