Biobased Market Expansion Act of 2025

The Biobased Market Expansion Act of 2025 would revise the Bio-based Markets Program within the Farm Security and Rural Investment Act of 2002 to aggressively expand federal procurement of biobased products and to strengthen domestic production. Key changes include automatic annual updates to procurement requirements to increase biobased contracts or volumes, the establishment of price preferences for biobased goods, and strengthened alignment with United States–produced content and Buy American rules. The bill also requires contractor training, updated federal catalogs and data systems to clarify eligible biobased products, and ongoing data collection and verification by the Office of Federal Procurement Policy. It adds a formal reporting and accountability mechanism, including a Comptroller General (GAO) review within two years of enactment to assess implementation, data adequacy, and opportunities to improve biobased procurement and domestic production. Overall, the act aims to grow demand for biobased products and push more production to the United States.
