Dollar Dominance Act of 2025
The Dollar Dominance Act of 2025 would create a new Office of Strategic Currency Diplomacy within the Department of State. Its mission is to defend and promote the United States dollar as the world’s primary reserve currency and to coordinate U.S. policy across diplomacy, sanctions, and financial diplomacy. The office would work with allies to strengthen USD-denominated payment systems, assess the implications of virtual assets, and counter efforts by rivals to diminish USD hegemony. It would also lead interagency coordination (with Treasury, Commerce, and intelligence agencies) on plans and programs aimed at expanding USD holdings and USD-denominated transactions abroad, and would monitor and strategize against the spread of Central Bank Digital Currencies (CBDCs) that could threaten USD preeminence. In short, the bill aims to elevate a dedicated State Department unit to shape U.S. currency policy as a foreign policy and national security issue, with a particular focus on maintaining USD dominance and shaping how digital currencies and crypto assets factor into global finance and sanctions strategy.
