No Foreign Fundraising at United States Embassies Act
The No Foreign Fundraising at United States Embassies Act would bar the use of U.S. embassies, consulates, and other U.S. diplomatic posts to raise funds for foreign political parties or candidates. It prohibits federal funds and the personal funds of U.S. officials (including ambassadors) from being used to host fundraising events for foreign political actors. The bill defines “fundraising event” and extends the prohibition to activities that facilitate donor contacts for such purposes. It also restricts official receptions or expenses related to fundraising for foreign parties or candidates. The Secretary of State would be required to revise the Department’s internal rules (DSSR and FAM) to reflect these prohibitions and certify the revisions to Congress within 90 days of enactment. This aims to maintain political neutrality in U.S. diplomacy and prevent foreign political influence through embassy-hosted fundraising.
