To authorize the Secretary of Defense to carry out a program to support the defense biotechnology supply chain, and for other purposes.
This bill would authorize the Secretary of Defense, in coordination with the military services and relevant Defense Agencies, to establish a Biotechnology Supply Chain Resiliency Program. The goal is to develop, scale, and transition biotechnology research from military laboratories into defense-use products—such as bio-based chemicals, materials, fuels, and other items—so the DoD’s supply chain is more resilient, sustainable, and responsive. The program would support applied research, rapid prototyping, and pilot production in bioindustrial areas, upgrade infrastructure, and foster partnerships with industry, academia, and other government entities. It also sets up annual reporting and a sunset provision, with a possible 10-year duration that can be extended if the President deems it necessary for national security or economic needs.
