Capital Emergency Control Act of 2025

This bill, titled the Capital Emergency Control Act of 2025, would expand the President’s authority to extend the period during which the President may assume control of the District of Columbia Metropolitan Police Department (MPD) when an emergency is declared under the District of Columbia Home Rule Act. Specifically, it allows the President to extend the emergency control period in 30-day increments beyond the initial period, as long as the President provides written notification to the chairs and ranking minority members of two congressional committees and explains the continuing emergency conditions. The extensions apply to emergencies declared under the relevant DC Home Rule Act provision and that are in effect on or after enactment. In short, the bill creates a formal mechanism for ongoing, periodic renewal of federal control over MPD during emergencies, subject to congressional notification and justification.
