Fully Funding our National Security Priorities Act
This bill, introduced in the House as H.R. 5240 and titled the Fully Funding our National Security Priorities Act, would not authorize new spending by itself. Instead, it requires the Department of State to deliver a specific, detailed report to Congress within 10 days after the President submits the annual budget. The report would identify “unfunded priorities”—State Department programs or mission requirements not funded in the President’s budget that are deemed necessary for foreign policy or national security objectives or to satisfy information needs tied to the Joint Strategic Plan. For each unfunded priority, the State Department would describe the priority, state the additional funding requested, and provide budgetary line items (appropriation account, expenditure center, and project or subprojects). The priorities would be listed in order of urgency. The bill defines the relevant congressional committees and explains what counts as an unfunded priority. In short, the bill creates a formal, expedited reporting mechanism to surface and quantify State Department funding gaps, with the aim of guiding subsequent budgetary and policy decisions by Congress.
